Make adoption place be the first thing

I think that the adoption center should be with the character area so more people can see it and also it has to deal with charcters so why isn't with the charcter place.

It's below the territories for the same reason Pup Hope and Pack Information are: they aren't used as often. Sorry, but I won't be moving it. It is just fine where it already is.
